DIY M&E: A step-by-step monitoring and evaluation framework guide
You need a framework for evaluation
Whether you’re working as a program manager for the Commonwealth or State Government, it’s important that you focus on more than just your financial performance. By adopting qualitative evaluation you can understand how your program has performed as a whole, not just how you’ve spent your budget.
Although daunting to some, program evaluation provides a great opportunity to showcase the brilliant things your team is doing and provides a way to look at how program practices can be better and smoother.
Introducing an M&E framework
An integral part of understanding how well your program has performed is having a monitoring and evaluation framework (M&E framework) and applying it to the specific context of your program.
M&E frameworks describe the overall approach to the evaluation of a program, policy, system or organisation over a period of time.
It helps you set out and record the activities you need to complete to assess your program’s performance over time to assess whether your program is on the right track.
So we created a M&E framework guide to help you build your own. The guide gives you the right structure and useful explanation of what is typically required in each section, such as:
- Introduction e.g. purpose, scope and structure
- About the program, including program theory and program logic
- Approach to evaluation
- Monitoring approach, including KPIs and reporting
- Data collection
- Other content typically required
